How do I get the factory finish on stainless dog dish hubcaps

I now have a stack of stainless dog dish hubcaps that I want to restore. I have seen some threads on this in the past but am hunting for more information.

I want to know how to get that factory finish back because just polishing them makes them a mirror and not the desired affect. I can handle the paint and straightening but need to know how those that restore the stainless caps get that not quite polished finish.
