weak rear leaf springs

I have a 1987 3/4 ton suburban. The prior owner used it for towing and the rear sags more than it should. He put air shocks on it to raise it and they worked for a while. Now it bounces all the time. If I replace the air shocks with the correct shocks it will set to low.
I called a couple of spring shops and they suggest that I put an extra leaf in and it would cost me about $250.00 for both sides.
Once they do this the ride higth will be fixed.
It would cost me about the same price to put air bags on it excluding the shocks and I would be able to control the ride height.
What do You think?

I wouldn't put airbags on it, to try and correct the weak spring problem. IMHO, I would get some new heavy duty leaf springs from Summit. (I think that's who carries them.)
BTW: Is this the the same Subman from CorvetteForum?
