Dumb question
I know this may sound dumb because I haven't done it in a while but is there a particular direction that the rotor needs to be bolted on to the dizzy? The reason I asked was that the mounting plate looked directional to me and there was a small paint mark on one of the weights but it was on the opposite side of the rotor tip.

Yes, Ith should only sit well one way. The new one should have the tip pointed the same direction as the old one.
If it runs after installation you've got it in right.

rotor has a cutout on it as to only fit the dis one way

It'll only fit one way on the plate.
