63 and 65 Suburban/panel frames the same?
one option I have is to swap my 63 Burb body onto the frame of a 65 panel that is set up the way I want it (other than having a 65 panel body on it that needs LOTS of work).

as far as I have heard 63-66 burb and panel should have the same frame.

Yes they are the same from '63 to '66......as long as it isn't one of the long wheelbase C20's or C30's. If it is a standard 115 inch wheelbase C10, you're fine.
