Lower Ball Joint Seal Issue

I have the lower ball joint installed and am trying to get the seal installed. I got the seal over the lip of the ball joint but I can't get it to go all the way down to touch the lower arm surface. You can see in the second picture how far over tge like the seal.is. Based on the picture is the seal seated completely? If not is there a trick to getting it the rest of the way? Lastly this is a 72 c10

They suck to get in place. I usually shave the inside of the boot slightly with a razor and use two pair of channel locks to get them to slide into the place. There is a metal ring inside the rubber that locks it in place.
