Name this piece

What is this piece called. I seem to be missing the one from the drivers side fender. I have looked through suppliers and not found anything that looks like it. Top rear of fender between inner and outer fender. Has a seal on it with staples. I took the fenders off the truck and didn't notice one on the drivers side when cleaning the fender for repairs. Here is a pic of the passenger side,minus seal.
