Frame dismantle - completely or partially?
So, taking frame apart to powdercoat, should I remove all rivets and brackets then bolt together, or ......? Looking for pro and cons

I wouldn't take all the rivets out. If you do, it's possible you could have issues with the bolts loosening. Yeah, I know you could put thread lock on threads, but why make more work for yourself. Just MHO.

Bolts will never be as tight a fit as the rivets. I would not remove them.
