1966 Gas tank cushions/pads tar paper?
I noticed when I removed the gas tank during the teardown that there were tarry paper looking pads/strips on the mounts and straps. But when I search for replacement parts I see foam sets mostly. Is there a benefit to the tarr like paper pads? Also Ive noticed when these are sold as sets that there are 4 pads for the mounts and 4 for the straps. Where/how are they supposed to be installed? There are only 2 mounts and 2 straps.

I just hacked up an old rubber floor mat and made my own.
