Front suspension part question

I have ordered the shop manual and supplement but don't have them yet. So I'll ask the question here so I can continue with the reassembly.

1966 C20, I have the part below. Two, one for each side. My pics during teardown show it was not above (inside) the frame rail. They either go under the crossmember as reinforcement for the 3 bolts extending up through the frame, OR they go between the crossmember and the frame as a spacer. I'm guessing under the crossmember? Thanks!

That goes under the nuts on the 3 bolts on each side. it is NOT a spacer between the frame and crossmember.

When I tore it down, the 3 bolts (on each side) were inserted from the bottom, with the lock washers and nuts on top - just above the bottom rail of the frame. It's possible it SHOULD have been under the nuts and someone in the past reassembled it wrong, but my guess is the thing has never been apart. Plus the length of the bars seem to fit just right on the underside of the crossmember, which is why I concluded it goes between the bolt heads and the crossmember. ???

Yes you are correct. For some reason I was thinking the bolts dropped in from above.
