bag placement

I'm going to get SD's bridge with the 10 step notch. I was wondering what the pros and cons are for putting the bag over the axle vs. in front of it. I don't want to go behind because I want to save that room for shocks, tanks, and compressors, plus I already have the bags I want to use for the rear(Slam Specialties). Does mounting the bags on top of the axle reduce how low you can go? If I'm thinking about it correctly, it's the same as going in front of the axle minus the height you lose that is taken up by the over the axle bracket. Am I making any sense?

anybody got input on this: bags over the axle vs. in front?? Also, is it true that I don't need a 10" step notch if I'm going to run a 29" tall tire? I read in an old post that you only need a 10" notch with 22's or bigger.
