I'm not sure what the semi-circle cutout is for. I don't think it's a vent though. I have a 1990, but it's a crew cab, so basically 73-87 style.

yes its for the vent, a/c trucks have a cover over them that directs the air up through the dash vents.. non-a/c trucks have just a flapper vent down there..
