Is it necessary?
Does the trans oil have to be drained out before taking out the speedometer cable and trans oil cooling lines? Seems the leak is coming from the rubber hose of the cooling line and speedo cable. Can it be done or leaks will occur if not drained?

It's not necessary to drain. The speedo has a o-ring and you need to replace the trans with steel lines. But you can use rubber but will leak over time.

The speedometer cable is stuck onto the piece that holds the purple plastic gear. I had tries to unscrew it from it but no avail. Can I use PBlaster? So I can remove/screw it out from the speedo cable and change the inner seal?

usually u take the speedo cable loose from gear before u take it out of the trans. losen the cable nut with channel locks just dont squeeze to hard then scew cable nut off and pull cable out of gear and housing then take out bolt that holds gear housing in trans and pull it out.
