metal chop saw ?
I bought a 14 inch metal chop saw that works well cutting the metal when the metal is in a upright position but when the metal is flat it takes a long time to cut,like if you were cutting a piece of angle iron.it seems like it,s trying to burn threw instead of cutting.Is this nature of the beast or is it a crappy cutting wheel.

nature of the beast, same for a bandsaw
when cutting 1/4''x4'' flat bar stock it will cut faster on the 1/4'' side the less surface contact you have on the blade the faster any saw will cut square cutting angle should always be cut like this ^ angle cutting you have to cut one leg flat and it will go slow

What Ogre said, and it will wear your blades faster as well. When I cut angle I also cut with the open side down (like this ^). On round tubing I try to rotate the tubing so I get mostly vertical cuts.
