3 o'clock gas Guage

My gas Guage worked 5 month's ago when the painter had my 68 now it is at 3 o'clock can someone tell me just what exactly what to look for maby with a picture and is the wire at the top of the tank supposed to be hot or is that ground

It's ground To test just attach an alligator test lead to the black wire then the other end to a good ground, if the problem goes away it was the ground.
