Looks to me like like the interior just needs a good cleaning. Doesn't look like it's been flooded to me.

Flood would be a dirty water line around the inside and would look way worse.Being its on a trailer its probably something be just bought that sat around a long time.The body is still wet he hosed it off to make the paint look better.It did look rust free to me and would be a good start to a project truck.
