Window scraper felt install question

Hello all I'm hoping you experts can help me out. I'm assembling my doors now and have the wing windows installed and realized I forgot to install the new scrapers and felt.They appear to me to be too long by about a inch? Do they get installed before the wing window and get "pinched" between the wing window and door frame or do I have to cut them with the metal strip and all to fit tightly against the wing window frame?
