Carb looks like a Holly/Weber 5200 - basically a 70's carb that was on Pinto/Vega/Omni and other turds that never really ran right. Could be bought as an upgrade for Bugs and Rabbits back in the day.
Working the emulsion tubes and air bleeds can really make these things work, but I'd ditch it and find something either original, or a 2-Barrel holley, or get a 4-barrel manifold and make it more interesting.
