Is the tank and pump set up for TBI out of a shortbed? Do you know if it'd work of a '81 shortbed that wasn't set up for TBI but that I'm wanting to convert?

Yes, it is off a shortbed. In fact it was mounted in my 84 shortbed stepside for awhile. So it should bolt right up to the frame on your 81. It is basically the same tank as the older nonTBI ones, it just has the pump in the tank.

Do the pressure and return lines come with it as well? Is the tank rust free and in good condition? Do you know how many PSI the pump is rated at?

No lines come with the tank, only the connection points on the top of the tank. Regular fuel lines, or rubber hose, etc. will work with the TBI system, it's not that high of a pressure. I am not sure of the PSI rating of the pump, just that it is a stock pump for a TBI motor. The tank has surface rust on it of course, but it is solid and doesn't leak. I will post up some pics of it tonight or tomorrow.
