Yep, it's an emissions control that allowed vaccum to the advance in 3rd gear only. It is controlled by an external sending unit on the transmission case. That switch was probably removed decades ago- leak prone POS.

TCS solenoid---transmission controlled spark. Allowed vac to the distributor only when the trans shifted into high or 3rd gear

Unless you have some great need to restore the engine to the exact configuration it was delivered in -- it's nothing but a performance leach and a problem waiting to happen.
Early GM emissions control schemes would have made Rube Goldberg proud.
