Installing Inner Fenders, Hopefully

Hi
This is my first truck project. I bought a 62 stepside and I'm putting it back together. I am about to put on the inner fenders. I have the inner fender seal that goes between the cab and inner fender. I also have a pack of inner fender mounting grommets. It's a pack of 4. Should I place them between the cab and inner fender, the inner fender and radiator support or both? I bought these from classicparts.com. The description they give says "4 pc. set does both fenders." Am I correct that I need a pack of 4 for each fender?

It takes two total...one on each side and they go in the large hole on the lower corner of the inner fender where they attach to the firewall. The rubber part fits into the hole, like a grommet and the steel insert acts as a crush-sleeve.

Does anyone have a diagram of how these go together. I have the bolt with the large washer and I know that it goes in from inside the fender and then there is the rubber grommet that is attached to the inner fender, then is there a washer in between that and the bracket or does that sandwich up against the bracket and how big of a washer goes on the other side of the bracket?

On the lower inner, inner fender mounting, there is a large rubber washer that is grooved to fit into the opening in the inner fender. Then the bolt attaches that to the bracket on the cab, with a large washer on the outside. I believe there should also be a short tube sleeve inside the rubber washer to limit the compression of the rubber washer.
