Seat Belt Tension

On my 87 Chevy, the driver side seat belt does not have any spring tension on the shoulder belt portion. The lap belt adjusts fine, but the shoulder belt section is locked in place with no movement. It's a low mileage truck and the entire driver side seat belt assembly is very clean and in good condition so I'd like to be able to keep the original.
Any tips on how to free it up????

to the best of my knowledge these are not servicible units.... maybe some WD40 on the gears/ moving parts but thats about it

in the door frame is the white release button,if it won't tighten check that.remove pillar trim to see

The passenger side lap belt momentum lock just decided to be a ball buster on my '87. So now I have to reach in there and lift up a flat plate to get the belt to come out. Retracts fine and locks in place as soon as I let go of the plate... Going to try and hit it with some triflow this weekend. Good luck dude.
