69 with 68 clip...hmmm looks like all 67 to me

The mirrors and rear bumper are '73-up. Maybe the seller averaged the years and came up with '69

Maybe '69 was the title the previous owner got when he bought it from the guy who didn't get a title with it when he bought it off the other guy who was the original owners cousins next door neighbor.
