Stuck rear brake

Drivers side rear brake is stuck. From a quick inspection it appears that the parking brake cable is stuck due to corrosion in its jacket. How hard is it to replace a parking brake cable?

Also, since this must have been going on awhile before I noticed it I imagine I'll have to replace all the components in the drivers side rear - drum, shoes, wheel cylinder, etc. Since the brake line going to the wheel cylinder is very corroded it looks as if that will have to be replaced as well. Should I replace the components in the passenger side rear at the same time just to maintain balance in the system?
