fuel gague

I have a 85 c10, fuel gauge is stuck on 1/4 tank, checked sending unit, removed it and lifted float, needle mooved, replaced sending unit because ground tab was missing, gauge still does not work. question, should the wire from the gauge to the sending unit light up my test light? I barely get a glow. I am trying to figure out if the gauge is bad. ground is great, wires are good. Help

if you move the flot all the way up does the gauge go to full? if so gauge is good if not gauge is bad as long as you have a good ground and all connections are tight.
