Question on fixing horn????

So my '73 did not have a horn connected when I bought it. I took the wheel off to chase down the wires to connect the new horn I just bought. I came across this spring under the wheel with nothing in it. Am I missing something here where the green washer is and the copper spring? Is something supposed to go in this hole?

Yes... its a spring loaded lead that connects the positive side of the horn. Best place to find one is a pick and pull.
