I agree with the guy above. Based on the way the seller wrote the add he has left off a few things necessary for smog legality.

If you must have it find a shop who will fudge the smog test for you a bit. It will pass function very easily, and if you can get them to look past visual you'll be fine. From the pics my guess is the only items missing, but cats would likely not be there too.

Just make sure he has cats under the truck otherwise I would offer $4000. With cats I would go about $4750.

I obviously don't have first hand knowledge not living in California, but my understanding from the CA DMV site is it is the sellers responsibility to provide a valid smog certificate.

The fact that the seller is stating that is the buyers deal raises a red flag to me that it isn't compliant in its current state.

This one needs to be sold out of state. It will be a nightmare to make legal in CA. He should have done all of this work on a 73-75 (smog exempt).
