hood latch panel - under fenders or over top of fenders

when I purchased my 47 project truck it was in pieces. I now have to install my front clip so I can do a mock up of where the new front cross member will go. I can't find any pictures or any information on how this installs. I know that it mounts to the radiator support but don't know if it goes under the front fenders or over the top of the front fenders. any help would be highly appreciated.

thank you.

On top as Mongocanfly showed. There are times when you may need to remove that panel for access below it for one reason or another such as a trans cooler but the factory put them on top.
