Tailgate question

Ok, the tailgate used to be functional, but now one side won't unlatch. I've taken the cover off and looked at it like I knew what I was doing but that didn't get me very far. So here's the deal- when I pull the latch, one side unlatches and the other side (driver side if that makes any difference) refuses to come unlatched so that I can enjoy the glory of a down tailgate. How do I fix this? Any and all help would be appreciated.

****I forgot to add that it is an '88 GMC K5***

When mine did that I had to adjust the latch on the body and the catch mechanism.

put downward pressure on both rods and that should open the tailgate. Then you can lube and adjust the latches.
