63 high beam indicator always on

So I've replaced the front wiring harness and added a relay harness to the headlights. Replaced headlight dimmer switch. When I connect the battery, the red bowtie high beam indicator in the speedometer is on EVEN with the ignition and key out/off. This was a non running truck when I got it. Alternator, voltage regulator are new. I've done a search of the site and found nothing. Light is on at idle as well but goes out when engine is revved. Any thoughts? I have not had it out on the road yet.
