Cruise control question 1991 suburban

Cruise control sets,truck accelerates up a grade like normal,coast function works,but manual excel does not? suggestions? or just install new wiper,cruise switch?

I'd guess that maybe the switch on the turn signal stem is not working. May be a good start. Might be able to get one and test it before pulling the whole thing apart. Don't remember if the electrical connector is accessible at the base of the column or not....
