Need help on a 1988 r30 1ton

I have a 1988 r30 1ton chevy dually and I changed the front rotor out and when I thightin the hub nut?? For the rotor it wants to lock the wheel so it don't spin so I missing something but idk what what I have is from inside to out is inner wheel bearing with seal then outer bearing a washer with a slot that goes on the spindle?? And the nut to tightin and a cutter pin to keep it from backing off witch is the only thing holding my wheel on so please help any help you can give me thanks #savemychevy

Do you have the brakes on it?....will it spin free without the brakes installed?...
Or do you have the spindle nut overtightened? If you changed rotors did you fully seat the lug bolts?
