No Start

Happy Sunday All
I have a 1983 GMC Sierra 1-Ton, 6.2 Diesel, Manual Transmission. When I turn the key to 'Start' nothing engages. I push in the clutch, the Voltmeter goes to 13 Volts. When I release the Clutch pedal it goes to 8-9 Volts. I am not sure why/. Does anyone have any ideas???
Could it be a fusible link???
