EFE valve operation

My '86 K10 (305/4spd) has the vacuum-operated EFE valve between the passenger-side exhaust manifold outlet and the headpipe inlet. When no vacuum is present is the valve open or closed? My instinct is that it's open so that if the vacuum source fails it won't be stuck closed and possibly creating an overheating situation, but my experience has been that GM doesn't always do things the right way. Thanks!
