Pitman arm install

I am installing a new pitman arm on my 63 chevy pickup. My question is is that should the top of the pitman arm sit flush against the bottom of the steering box. I cannot get it to sit flush, as it appears thats how it should be. Thanks for any help

you want it more in the middle. if it were flush, it would rub the gearbox anyways and you don't want that.
