Question RE: Front crossmember bolts

1) Can I use the lower threaded holes to bolt-up my front cross member? I am notching the member 1 or 1 1/2 inches.
2) Should I bolt it from the bottom also?

Yes, those threaded inserts originally had bolts through them, so I would use those and the bottom bolts. This is how mine is secured with new grade 8 hardware. (5 grade 8's should hold her steady)
