Filler panel between box and bumper (step side)
How does the rock guard/ filler panel mount to the bumper brackets on a step side. I have the panels but I don't know which side is up. Does the brackets have a tab that these mount to. If you have a picture could you please post it.

The part here is what your describing. The three holes mount under the cab with screws. The mount will go into the bottom hole and then that mounts under the cab as well.

Sorry, just realized you’re asking about the bumper splash pans. Here’s how I mounted mine. I had to use angle brackets to attach them to the bumper brackets because my brackets are aftermarket made out of heavy steel. I believe the originals were stamped sheet metal, and had holes formed in the top surface so the splash pans could bolt on directly. I also attached the leading edge with screws and nuts:
