Is this normal - Radio Delete

I took off my radio delete plate today on my project 64 stepside and found it had some black sticky pseudo rubber/rtv around it holding it on. Doesnt "look" (see backside) like its been off:

don't think that was factory.
they use two little clips that spring into place in the volume and tuner hole, they are real easy to break, and that is probably what happened on your truck...

see the brown spots, there should have been 2 clips holding it. someone put glue etc
