Does this co over the tank or behind it?

It goes in front of the tank to hide it from view I believe

The previous owner must have put the cover on the back side for some reason. GM didn't use a cover for the back side when these were new.

I'm surprised yours is still there after all these years. Mine was long gone before I got my truck, as is most trucks out there
