My '69 Blazer had the manual locking hubs listed on the options sheet, so I would say it's possible that it could have come with drive slugs instead of locking hubs. No biggie to have the front drivetrain spinning, lots of trucks of all vintages do this even without a full-time t-case, everything from early jeeps to late model DC trucks and new Jeeps.
The backup light switch is mounted on the front side of the column near the firewall. Two wire plug goes into it, I just ordered a replacement for my "3-on-the-tree". Sounds like you have a ghetto replacement, much like my truck had for the horn before I fixed it right. The factory manual choke knob was part of the dash cluster on the right side by itself where the windshield wiper knob usually is. Someone correct me if I'm wrong?
