Unhappy hard starting + black smoke

my 87 chevy truck w/350, i was told, had a holley TBI put on after the old one crapped out. I'm not sure if they adjusted it wrong but the thing starts pretty hard and isn't getting enough air, it smokes black in high RPM's. i tried adjusting the throttle position sensory and the idle just got higher. the truck started to have difficulty when the weather got colder. i checked the service codes and i believe they were 45 and 15.

do i need to replace the oxygen sensor by chance?
Are thier any special procedures to follow when installing a new TBI?
Is this a common problem when a truck reaches near 160,000 miles ?
could it be the Barometric pressure sensor?

any advice and service manual recommendations would be greatly appreciated.
