Painting question about new radiator support?

I am new to this board, but like what I see so far compared to other forums dealing with classic trucks. I spend a couple of days reading 20+ pages of back posts to kinda get a feel for this site. I likey. I have disassembled the front of my truck with the intention of doing a frame off restore but have lost interest in it for now, so I putting it all back together so I can drive it again hopefully regenerating new interest in it. Now for the questions. I have already purchased new radiator support and front interfenders from LMC, they have a black coating on them. Is this a primer or not? Does it need to be removed before I paint them? Thanks for any help but keep it simple I don't savvy paint very good.
