No key and the wheel is locked!

I found a possible '77 short step project truck I was going to buy for a friend of mine. When I called on it, the owner said her ex had lost the key, but she can start it without it. When I asked when I could take a look, she said it starts without the key because a friend took apart the column, but the wheel is locked, so it can't be driven.

I know on my old Toyota 4x4, you could pop the whole ignition cylinder out and it would start with a screw driver. Don't these trucks work the same way? Is there a way to pull the whole thing out and replace with a new lock set? How?
