For rusty surfaces, POR15 is all I would use. For putting on the bottom of a smooth not rusted galvanized cab bottom, it sucked. POR15 doesn't bond well to existing paint, so you have to remove it. It also doesn't stick well to bare galvanized metal.

If your floorboards have rust, I would definitely use it. If it isn't rusty and the paint is good, I wouldn't. I would just scuff it up and paint it.
