rear axle seeping

I have pulled the axle off of a 72 1/2 ton that and sandblasted it. I was getting ready to paint the axle and noticed some oil on it. I cleaned it off and went back to it today and noticed that the oil is back. It seems that there are "plugs" in the axle on both sides of the pumpkin(not on the axle tubes) that are seeping oil when the axle is turned upside down. Is this to be expected? Is it a "feature" or a problem? If it is a problem, how should I fix it? Let me know if pictures are needed. Thanks...
