Speedo help

I just got everything running, I found out the hard way that my speedo is 10 MPH off. The speedo isn't bouncing and I could swear that I have the right speedo gears in it. They are the same that I pulled out of it. It had a 18 driven and a 44 drive gear. If it came stock with a 3.55 with a 235/75/15 tire, then I have the correct ones. I'm thinking a have a problem with the speedo itself. Am I wrong?
