bag help. basic kit, going lower?

I've got a basic bag kit on the 68 I'm putting togeather. Is there any easy way to get the front to lay crossmember? Cost effective/minor fabrication.

If so please let me know. I've searched and searched, but there's so many different options/opinions.

I also only have about 1 1/4" of shock travel left so that going to have to be modified also.
