Seized Up Screw

I was wondering if any of you guys out there can help me. The fuel filler door on my 82' is rusted out. I am trying to remove the (2) screws that hold it to the bedside but, one will not budge. It seems to be rusted in place. Any ideas on a product that will free it up? I have tried the budget multi-purpose lubricant from Advance Auto Parts to no avail. I would like to find something that will free it up before I have to cut it out.........
