whining noise

I just put in a 338stroker, it makes a whining noise that gets louder when Im coasting and slowly goes away as I accelarate, Im wondering if the converter is to tight and I need a higher stall, Its got a th350 with stock stall
Hei, long tube headers, ededl eps intake, 1406 carb, any thoughts, thank you,
