A couple rear suspension questions

Do I need to relocate my rear shocks if I drop 2.5 to 3 inches?

How much difference is there between 'HD rear coil springs' and normal, or non-HD coils? My Panel came with only 2 options, HD fronts and HD rears. I want to drop a little, but would like a little softer ride, too. I can't decide between a static drop or bags. As it is, even the 2 inch lip pulling into my shop will cause everything that's not bolted down to jump up into the air. It's almost like no spring at all, just a solid bar.
