Two Fuel Cells?

Yep.... it's an odd question. Can I have a fuel cell between the rails, and one in the bed and still be race legal? If so, I would like to plumb the top as the fill tank for both, with the bottom being plumbed for EFI. I'm not up on the rules and plan to buy the rule books for 2010. I'm targeting 30-40 gallons.

moving weight to the back
600-900hp

Please advise if this is a pipe dream. Oh, where I live the DOT approval is not as enforced as other states. Thanks.
